Apparently before the apocalypse, it seems like everything ran at least partially on electricity... even cars and trucks. This used to be a new breed of hybrid semi truck, designed to get goods from place to place more efficiently than a diesel model.
The engine compartment is filled with a washing-machine sized electric motor, flanked on either side by ranks of batteries. Whoever converted the truck to steam power removed the old generator and put it on a trailer driven by a steam engine. The trailer used to be a car hauler, probably chosen because it was open enough to fit the engine but still had the structure to mount some protection on it.
